by the end of november 2016, fuchuang brook and the grand drainage ditch basically got rid of foul water. it is estimated that their major water quality indicators will reach the surface water standards for class v (mainly applicable to the water bodies for agricultural use and landscape requirement) by the end of november 2017.
since the promulgation of the action plan to tackle water pollution, the demands for treating foul water in different places across china have grown explosively. while practicing the mass entrepreneurship and innovation vigorously, it is especially pressing for haikou, the capital city of hainan province, to beat this target raised by the action plan for water treatment. against the tight schedule, the city announced the bid winners for six relevant projects all at once in this may. in the end, poten environment group co., ltd. (hereinafter referred to as “poten enviro” and “the group”) won the bidding of the fuchuang brook and grand drainage ditch project located at the guilinyang tropical agricultural park which haikou is giving its priority for development.

over the past two months, poten enviro has got totally prepared to launch the fuchuang brook and grand drainage ditch project. at the same time, it worked hard to realize the following three no.1s. with these efforts, the group hoped to roll out the foul water treatment technologies which were best fit for the geographical and climatic conditions of southern china, and to turn the haikou-based project into a foul water treatment model for others to follow suit.
the grand drainage ditch section of the project flows through the guilinyang tropical agricultural park into the lower reaches of fuchuang brook. the brook adjoins the agricultural park and serves as the major estuary of the guilinyang river system, thus playing an irreplaceably important role in mobilizing regional environmental resources, boosting the development of local economy and fueling the upgrade of industry structure.
however, as a low-lying land, the tropical agricultural park will waterlog after heavy rainfall. additionally, the entire region is close to the coastline. when tides come in, floods and waterlogs can hardly be drained into sea, thus further worsening the waterlogging of the region.
therefore, some industry experts had made their comments long ago, saying “as an urban river regulation program, it spans all aspects of river improvement, from onshore sewage interception and treatment to offshore water ecological restoration, raising extremely high requirements for bidders. it is fair to say that the project is likely to turn the concept of integrated service provider for urban water environment into a reality”.
“it is nearly one of the most difficult projects in the integrated water environment treatment field,” poten enviro’s assistant vice president zhang lunliang said half-jokingly. however, as the technical director of the project, he never felt at ease.
as an integrated water environment treatment project, the fuchuang brook and grand drainage ditch water treatment drive got involved with such infrastructure aspects as municipal utility, water conservancy, gardening, and environmental protection. at the same time, it needed to get the following engineering tasks done which included sewage treatment, municipal pipe network, flood control, water ecological restoration, sponge city, garden landscape, and information monitoring.
the various engineering aspects were connected, intersected and restricted with each other. a slight move on one part would impact the situation as a whole. so only the water environmental service providers that boasted all manner of technical strength and practical experience of running extra-large projects were able to realize the fixed treatment target. but the reality was that such service providers were still rare and precious in china.

“in addition, we have also come up with a set of unique water treatment ideas that replaced the traditional water conversancy mode with the modern eco-friendly one, so as to accomplish the five-pronged target. the five aspects are water security, improvement in water environment, restoration of water ecology, building of water culture, and development of water economy”, said ms. chi juan, poten enviro’s vice president and general manager of beipai bochuang water affairs co., ltd. in hainan.
firstly, to ensure water security, measures were taken to regulate the rivers so that their drainage capacity increased to 20 years. secondly, with respect to water environment, the target was set to basically eliminate foul water by the end of 2016 and have the major water indicators reach the surface water standards for class v. thirdly, when it came to water ecology, efforts were made to restore the sound waster ecological system, build artificial wetlands, and create picturesque coastal and riverside landscape in tropical style. in light of water culture and water economy, poten enviro would proceed from local conditions and create an environment where water and natives are in great harmony. while building leisure facilities for local residents, the group would also assist the local government to vigorously develop the water culture-themed economy in hope of attracting more tourists.
in face of such complicated water environment treatment tasks, zhang lunliang was confident that poten enviro was technically capable of having sewage interception, source control, water regulation, restoration of water ecology, and landscape design realize the expected effect. the self-confidence was credited to the group’s 21-year undivided engagement in environmental protection, peerless team of experts and technicians, abundant reserve of patented and proprietary technologies, and experience of carrying out more than 20 water environmental treatment and ppp projects. obviously, zhang had a well-thought-out plan in his mind. the only thing that made him anxious was the quite tight schedule.
“additionally, if we wish to quicken the pace of the haikou-based program, we must advance pollution source control and sewage treatment in sync. large numbers of sewage discharge points are scattered in the vicinity of and along the upper reaches of rivers. the conducts to discharge sewage secretly are rampant,” chi juan. in her view, the first move was to identify and intercept sources of pollution. but it involves large areas of land to be requisitioned, which stand as a decisive factor for the progress of the entire project.

tight schedule and heavy workload were not unique to the fuchuang brook and grand drainage ditch project. since the action plan to tackle water pollution came out last year, the demand for treating foul water exploded across china. according to the partial statistical data, the market size of nationwide river regulation programs over the new year of 2016 soared up from rmb33 billion to nearly rmb 150 billion. in face of the red alarms triggered by the state policy, different regions were rushing to step up their water treatment efforts.
seen from the existing technical capacities across the country, various regions have adopted the roughly same treatment ideas. in this context, difference in technical details would determine whether local governments can fulfil their water treatment target despite the rigid time crunch.
“for instance, what engineering measures can be used to intercept exogenous pollutions? how to dispose the dredged sludge? what is the most cost-efficient treatment solution?” zhang lunliang said that poten enviro’s technician team had long worked hard to solve these problems. today, their endeavors finally bore fruit.
“we have mastered many core technologies. at present, our team is doing design and screening in details. the overall principle we follow is to adopt the most cheap and effective technologies,” zhang lunliang noted.
it was said that in the grand drainage ditch and fuchuang brook project, pure sino, a wholly-owned subsidiary of poten enviro, contributed many innovative techniques independently developed by itself, which included the indigenous microorganisms-based and carrier technology, enhanced coupling biomembrane technology, and in-situ remediation and recycling of sludge. at the same time, the company also used special microorganisms, enhanced biological carriers, and special oxygen-addition technique to help landscapes and artificial wetlands better eliminate ammonia nitrogen and total nitrogen.

besides, the well-anticipated and widely-recognized magic fungi were also applied in the haikou-based project. independently developed by poten enviro, the biopreparate won an award in 2015 environmental innovation & entrepreneurship challenge.

by industry experts’ reckoning, the haikou-based project, operated totally following the market mechanism, stood as the first sample of how to treat foul water innovatively across china.
as required by the market mechanism, companies participated in water treatment throughout and were paid based on project effect. to be specific, companies proceeded from their technical strength and submitted technical plans and price schedule. after winning a bid, they would get involved in the design and investment of the entire project. after that, they were also responsible for project construction and operation. during the entire process, the local government needed to follow the market mechanism and decide whether to pay the relevant companies based on their performance in water quality assessment.
as a result, only the companies that took quality seriously, put efficiency first and were responsible for treatment effect could gain a complete victory. in the meantime, the local government saved a lot of time by streamlining the project process. the full-course project supervision managed to prevent government funds from being splurged. making payment upon project check and acceptance directly guaranteed the treatment effect. therefore, a win-win situation took shape. private investors could maximize their profit by participating in the delivery of public services.
take the fuchuang brook and grand drainage ditch as an example. since winning the bid, haikou team of poten enviro had kept working on a 24/7 basis. “many of our colleagues have never been home since they were sent to haikou on the first day when they joined us. working hard alone is far from enough. at poten enviro, putting quality in the first place is our unswerving tradition,” said zhang lunliang.
